A hard-hitting, left-handed top-order batsman, Seif Khalifa first played for Tanzania against a touring MCC XI in late 2007. He returned to Tanzanian colours for their trip to Italy for the World Cricket League Division Four tournament in 2010, and proved to be in good form before the competition began, putting together an opening stand of 130 with Enjo Seti as Tanzania beat a strong Club Cricket Conference XI on their warm-up tour of England. He also made consistant starts at the tournament itself, his 82-ball 46 being vital to Tanzania's unlikely win over Nepal, and a barnstorming 41-ball 72 setting up a three-wicket win over Argentina.
